ABDO College – Ofsted monitoring inspection summary
Overall judgement
Ofsted has praised ABDO College for its apprenticeship provision in the recent new provider inspection. It recognised progress made across all key areas, highlighting the College’s strong leadership, high‑quality curriculum design, commitment to inclusion, and effective safeguarding arrangements.

Ofsted carries out monitoring inspections to all newly directly funded providers of the dispensing optician apprenticeship training provision where the provision offered is in scope for inspection.
Leadership and governance
Leaders were praised for their strong collaboration with employers and their clear commitment to the college’s specialist mission.
Key strengths highlighted:
- Leaders have been “highly effective in working with a well‑established group of employers and stakeholders.”
- Trustees now provide improved scrutiny after leaders strengthened the quality of data and reporting
- Leaders intervened “swiftly and mostly effectively” when apprentices struggled to access off‑the‑job training time
- Trustees challenged leaders to work with the awarding body to reduce assessment burdens in year one – an improvement already in progress
- Inspectors noted that leaders have “designed an apprenticeship programme which meets the needs of the dispensing optician sector very well” and maintain “an unwavering focus on the mission and vision” of providing high‑quality training for the profession.
Inclusion
Leaders were recognised for thoughtfully identifying and supporting apprentices with additional needs.
Key strengths highlighted:
- The report acknowledges real progress in the College’s approach to inclusion, noting that the College “uses information [on inclusion] well to put in place effective learning support plans”.
- Adjustments are made for apprentices with caring responsibilities – for example, adapting frequency of face‑to‑face teaching during residential weeks
- Short‑term maths support has been helpful, enabling apprentices to “master these skills.”
Curriculum, teaching and training
The curriculum is well‑designed, aligned with industry expectations and supported by expert teaching.
Key strengths highlighted:
- The curriculum is “very well sequenced and meets industry expectations highly effectively.”
- Apprentices gain core dispensing optician skills quickly, practising them confidently in the workplace
- Apprentices benefit from “well‑resourced classrooms and laboratories” and instruction from industry specialists
- Teachers adapt content to reflect “emerging technologies” ensuring training remains up‑to‑date
Safeguarding
Safeguarding arrangements were judged to be effective, thorough, and well understood by both staff and apprentices.
Key strengths highlighted:
- Leaders use a “suitable range of policies and procedures that make a positive contribution to keeping apprentices safe.”
- Apprentices “know how to keep themselves safe” and how to report concerns at college or work
- Safeguarding concerns are captured and recorded “carefully and confidentially,” with appropriate follow‑up actions such as mental health support referrals
- Staff and trustees receive training in safeguarding and the Prevent duty
ABDO College – the sectors leading specialist learning provider
At the time of inspection, ABDO College was training 247 apprentices, all aged 19 or over and enrolled on the Level 6 dispensing optician apprenticeship. The College continues to strengthen its specialist role in supporting the future workforce of the optical profession.
